[Net-info] NCREN Outage

We had an outage this morning that caused sluggishness through the
NCREN backbone. At this time we believe the router we call rtp1-gw was
the root of the problem. RTP1 is where one of our connections to Level3
is terminated. There are errors in the logs of rtp1 that we have started
to investigate. As we investigate the errors, we'll talk with the
vendor. As more information becomes available we'll pass it along. If
