[Net-info] Outage this morning

This morning the NCREN community experienced an outage. The outage
lasted one hour. The outage starting at 6:28 this morning. We started
receiving the entire routing table over the SOX connection. This caused
all traffic on NCREN not destine for NLR to try to go out SOX gige
connection. This happens because of NCREN internal routing policies that
prefer SOX learned routes over commodity learned routes.

All SOX customers were affected by this. Our traffic was also competing
with other SOX customers to used the leaked routes. Which is why the
latency was so high for the affected routes. The routes were leaked by
Global NAPs Networks, ASN 1784. To get around this problem we disable
the peer to SOX at 7:27. After talking to the SOX NOC we lowered the
local-pref on the SOX peer and brought the peer back up. We apologize
